According to federal law: 42 U.S.C. 6322 (c)

Each proposed State energy conservation plan to be eligible for Federal assistance under this part shall include: . . . (5) a traffic law or regulation which, to the maximum extent practicable consistent with safety, permits the operator of a motor vehicle to turn such vehicle right at a red stop light after stopping, and to turn such vehicle left from a one-way street onto a one-way street at a red light after stopping."

So this is legal where permitted by state law, but any state that does not allow this cannot receive federal funding under this law. I have yet to learn of any state that does not allow this.

Go to page 93 in the Massachusetts Drivers Manual:

"Turns on Red After coming to a complete stop at a red traffic light, you are allowed to turn right on red after giving the right-of-way to pedestrians and other vehicles, unless a NO TURN ON RED sign is posted. You may turn left on red following the same rules only if you are turning from a oneway street onto another one-way street."

It is now found on page 79 of the Drivers Manual (12/10/09)

Hello, We have just been going threw the Ohio rule book they give you with your permit. In the state of Ohio you can make a LEFT on Red if it is from one way street on to another one way street. Other states might be different.Our daughter just got her license yesterday.

In the 2003 edition of AAA Digest of Motor Laws, only six states (and NYC) prohibited left turn on red. In some states you may even make a left turn on red from a two-way to a one-way, in others: only from a one-way to another one-way. Obviously these general rules can be overridden by a specific sign or signal. Some states have a general rule that you cannot proceed in the direction of any red arrow signal, so if the red signal is a left-turn "arrow", you have to wait.
