Mexico is a federal presidential representative republic. As such, it has three powers of the union, in the form of the executive, the legislative and the judiciary.

After a bill is proposed, it is sent to the senate for debate and/or amendment; if it passes, it is sent to the executive (the president) for sign-off. It then becomes a law.

Then it is the job of the judiciary (local, state and federal courts) to enforce such law.
