By picking Senators and Congress members who will agree to change a federal on the peoples behalf. If the Senators and Congress members you have don't want to change something on your behalf then vote for someone else who will next time.

Voting, petitioning and writing letters to Congress are all plausible ideas. Lobbying will work as well. However, if you want to be directly influential, I suggest running for political office yourself. Definitely time consuming and expensive, though. Another option is organizing through today's social networks, staging acts of civil dis-obedience, rallying with peaceful demonstrations. If those options fail . . . RIOT!

Laws can be changed in several ways.

One is where subsequent legislation changes or amends specific portions of the law.

A second is where subsequent legislation repeals only specific portions of a law.

A third is where subsequent legislation repeals an entire law and replaces it with a new version of the law.

A fourth method is where a court declares part of a law unconstitutional and renders that portion void but leaves the rest in place.

The first three above follow the normal legislative process. There are two other methods for changing laws by direct participation of the citizens.

One is called INITIATIVE. Here, citizens themselves prepare the legislation and upon a proper petition, place the proposed legislation on the ballot for approval by the voters in the same way that candidates for office are elected.

The other is called REFERENDUM. One form of REFERENDUM is where citizens by petition call on the legislature to do some specific act such as review or repeal a specific law. If passed, the normal legislative process begins. Another, more common form is where the Legislature proposes a law for the direct approval of the citizens by their vote rather than by the legislature's vote.

Initiative and Referendum are often associated with another citizen based action called RECALL, in which citizens can petition for the removal of an elected official.

These three citizen-based methods are not permitted in every jurisdiction.

start a petition outlining the law you want changed, get as many signatures as you can. you can go door to door or go to a public access area to get signatures. after you have you petition signatures go to the capitol to find a state representative that works in your area of need. the state representative writes a bill for this change and presents it to the house of representatives for a house vote. If this bill is important to you find out when this will be presented to the house, find supporters and go yourself. they should give you the floor to verbally express your concerns on why this law you want should be changed or implemented. this can be voted on more than one time if the house fails to support your bill keep pushing it. it is your right. look at megan's law or john walsh, they had to persist their matters, end result laws were passed. good luck.

First, a bill is submitted by anybody to either the Senate of the House of Representatives.

Second, the bill is discussed in a committee to change or kill it.

Third, the bill is voted on by the section of Congress it's in. I'm not sure but it either needs to get a 2/3 majority to pass or just more than 1/2.

Fourth, the bill is sent to the other half of Congress, where it is again altered to their liking.

Fifth, the altered bill is presented to the first half that had it.

Sixth, they alter it to a compromise.

Seventh, both halves vote on it to get the afore confused majority.

Eighth, the bill is sent to the president of the U.S. to be signed into law.

Ninth, the president can do one of three things. He signes the bill and it becomes law. He doesn't sign the bill for 10 days and it becomes law anyway. He vetoes the bill and it is sent back to Congress.

Tenth, Congress can overturn the veto by voting on it and if it receives a 2/3 majority (I'm sure about that one) it becomes a law.

Note: These ten easy steps tend to take all year.

SHORT VERSION: A bill is introduced into Congress. Hearings are held on the bill in both houses of Congress. If both houses of Congress agree on the wording of the bill and pass it, it is sent to the President for his signature. If the President signs it, it becomes law.
