Whoever controls the past controls the future, and whoever controls the present controls the past.Ingsoc gains their power by manipulating the past so much so that Oceanians believe whatever is told to them. The past is alterable, but the past is also unalterable (doublethink).
The character Winston Smith from George Orwell's 1984 cannot learn the history of his society because the publication of historical information is prohibited by the totalitarian IngSoc government. The only history is published by the government itself, and this can hardly qualify as history. Historical information is constantly altered and rewritten for purposes of propaganda and control of public opinion; in fact, Winston's job at the ironically-named Ministry of Truth requires him to rewrite historical government records. Winston is also unable to learn his personal past because no personal records, such as photographs or diaries, are allowed. A minor sub-plot of the novel covers Winston's partial retrieval of his past through vivid memories from his childhood.
I believe they are metaphorical wars going inside the head of people living in the continents of Oceania, Eurasia and Eastasia. Although the idealogies are similar the continents fight with one another often times outnumbering one continent and therefore winning by contradictions. The ideologies are Socialism, Neo-Bolveshism and Buddhism which he thinks are trademarks to a dictatorship run society without knowledge of it. The former has the Ingsoc attribute. The Ingsoc signifies the power of the future and the way to freedom for all however the the meaning is associated to a double standard where freedom is for all but also slavery to others.

The symbolism of a '13th hour' upon a clock's face represents the sheer invasive power of IngSoc/Big Brother who can change/modify not only time but the perception of time itself which is in keeping with their power to convince/manipulate others to the degree , which defies logic , that 2+2 CAN/COULD equal 5 .
It's used to lull them into a false sense of security and belief that O'Brien is on their side- by sharing a toast it seems to them like a pledge of unity and solidarity, making it easier for the Inner Party to trap them when they least expect it.
