If puerto ricans and hawaians are considered US citizens then why are they viewed as less American than someone from say Kentucky?
both are citizens of the United States. Hawaii is a state but Puerto Rico has not yet voted to become a state so they would not have senators or represenatives in Congress as those positions are based on statehood ie. each state will elect 2 senators and representatives based on population. I do believe that they can now vote for president but that was a special decision made by congress since basic voting rights are determined by the states and Puerto Rico is not a state.
