Not unless the child is age of majority (usually 18) in your state. Moving out does not emancipate them and until then you are obligated to support them. A minor can also not move out without your consent and you are still responsible for what they do.

The law that applies is the law of the governing state of Maryland even if child lives in another state. If Maryland law permits support for post secondary education, then it would be granted. However, I would certainly not move your child support order to PA since PA law does not allow for any post secondary support unless it is in the orginial child support order or some other written agreement.
