That depends on what you mean.

IP can mean intellectual property, internet Protocol and a host of other things.

I'll deal with those two.

Intellectual property is the right of the inventor or copyright holder to exclusive rights to their invention or product.

Is it a bad thing to reward people for creating or inventing something new? Billions of pirate Mp3 down-loaders would probably disagree, but in the end there must be some reward for coming up with original thought. It might not be the right way of doing it but it is not a bad thing in its own right.

Internet protocol.

With out an identification for a machine connected to a network the network would not function. All types of network have some form of unique identifier for a destination machine. Think about it, you have a phone number for your mobile or land line phone. That is the phone equivalent of an IP address. Without the rest of the protocol there wouldn't be an Internet. So no thats not a bad thing either.
