No. To be able to operate a bus designed to transport more than 15 persons (including the driver), you would be required to have a passenger endorsement. Since the passenger endorsement requires a road test, you'd pretty much have to have a licence already in order to get it.

Can a permit driver have a passenger if they are a family member?

A driver that's on a learner's permit (In the state of Indiana) cannot have other passengers in the car other than a licensed driver (any state) that is at least 25 years of age or a parent/guardian at least 21 years of age. No other passengers are allowed in the vehicle. So for instance if I was on a learners permit the only other person I could have in the car would be my Mom/Dad, my brother wouldn't be allowed in the car with me.

Driving on a learners permit means that there are restrictions to how you're allowed to drive. It might say that you have to have someone with a full license with you, that you are only allowed to drive during daylight or something similar. An infraction means that you've been caught driving outside the restrictions in your permit.
