If you were attacking someone from Germany and they're in Canada I doubt there's anything anyone could do for you, being the victim. In the United States, it could constitute as harassment if it was ever taken to court, which can range from extremely unlikely to very likely given the circumstance. Examples of this are: a victim being harassed by someone on a 2-channel board would never be brought to justice due to (usually) full anonymity. A victim being harassed over a popular teen chatroom takes the issue to local police, this is very likely to be heard then. The person being trolled would have to either have an authorities' assistance or contact the troll's ISP, if they're not the ISP themselves. They would have to be decently computer literate to do that themselves, in which case they'd probably brush off the troll. Computer illiterates tend to see trolls as a bigger threat than long time internet users (which is a mistake of the long time internet users in my opinion). The police would take action if there's something bigger at stake, in other words, not a troll, but a hacker. For instance, they've worked to social engineering (most always the first step to hacking) to obtain enough trust to do something to your personal/work computer. If you have sensitive information on there then the FBI gets involved.
