During Reconstruction following the US Civil War, Southern governments were dominated by Republicans. The Republican coalition consisted mainly of carpetbaggers, freedmen, and scalawags who pushed for the granting of political rights to the newly freed slaves as the key to their becoming full citizens.

White Southerners, who were not willing to accept defeat, continued to try to prevent black political activity by any means, including violence. As the violence increased, the Federal Government sent Federal Troops to the major cities of the South.

After 1896, Congress backed off from intervening in elections in the South and African Americans and poor whites were shut out of the political process and disfranchised.
