It means that they have been summoned to possibly serve as a member of a jury in either a criminal or a civil trial. Not all persons summoned for jury duty will be called and not all will actually serve on one.
That is known as a "Deadlocked" or a "Hung Jury." The judge will usually reiterate his instructions to the jury - instruct them in the applicable portions of the law - and send them back to deliberate further. In the final analysis if the jury remains deadlocked a "mis-trial" will be declared. And a new trial will be scheduled.
It could go either way because the um. murder ( yikes!) might not have left evidence behind that is credible for the jury, even though someone has a good peice of evidence it migh be dissmissed and the laws are unfair that way so i'd say bout 50 percent of em ya that bad but its a fact.

I am not sure what amendment it is in, but I do know what it is called. It is call Double Jeopardy. This concept, as you said, means that a person, if found NOT GUILTY for a crime, can't be tried for that same felony.
