What is the marriage procedure in Philippines for Korean who will marry a filipino?

As provided for by Article 21 of the Family Code of the Philippines which states that: "When either or both of the contracting parties are citizens of a foreign country, it shall be necessary for them before a marriage license can be obtained, to submit a certificate of legal capacity to contract marriage, issued by their respective diplomatic or consular officials".

So for example. if a Korean national wishes to enter into a marriage with a Filipino woman, he must have to secure a certificate of legal capacity to contract marriage from the Korean Embassy here in Manila. This will be presented to the Local Civil Registrar where they will obtain their marriage license. A valid marriage license is one of the formal requisites of marriage in the Philippines. Other requirements in securing marriage license is the attendance of the contracting parties to a seminar on marriage counseling if either of them are between the ages of 21 and below 25 years. Another requirement is the attendance of a family planning seminar that applies to all ages.

As an standard procedure, the application for marriage license shall be posted for 10 calendar days. The counting of days shall commence only when all the requirements has been submitted to the local civil registry office. The license will only be issued after the completion of the 10 day posting.

The contracting parties must have to appear personally before the Civil Registrar in filing their application for marriage license. Parties should avoid dealing with people that they will be the one take care of their marriage papers. Otherwise, there will be an irregularities.

Aside from civil authorities (Judges and Mayor), only an authorized Ministers or Priest can officiate their marriage. IT MUST BE EMPHASIZED that the Officiating Officer to solemize the marriage must be a member of the Religious Sect where either one of the parties belongs. Meaning not all Priest, Ministers or Pastors can officiate their marriage. Otherwise, there will be an another IRREGULARITIES.
