One issue discussed at the Constitutional Convention was that of the role of the federal government. Shay's Rebellion in 1876 showed the American government and people that in order to survive, the nation needed a stronger central government. The Framers, however, were split on exactly what powers the government should have. For example, James Madison and Alexander Hamilton supported a strong federal government while Thomas Jefferson opposed it.

These issues plagued the Constitution all the way through the ratification process, when the Bill of Rights had to be added to insure both individual and state rights against the power of the central government. Issues of government powers continue to dominate politics today.

How did the Constitution Convention Delegates resolve the issue of the southern representation in congress?

The Constitutional Convention delegates resolved the issue of Southern representation in Congress through the Three-Fifths Compromise. This agreement determined that for the purposes of representation and taxation, enslaved individuals would be counted as three-fifths of a person. This compromise allowed Southern states to gain greater representation in the House of Representatives while acknowledging the contentious nature of slavery without directly addressing it. The compromise was pivotal in balancing the interests of both Northern and Southern states during the formation of the Constitution.
