Pirates stole treasure from ships out at sea-ships that were heading from India or China with silks and other popularly traded items. Practically any ship known or thought to have something valuable in it could be looted.

They would also ransack towns and harbors. This was not as common because it was more dangerous.

However, countries such as Britain, would hire pirates or privateers to plunder ships and towns of their enemy. Such as when Britain was feuding with Spain, British privateers would only attack Spanish ships and towns.
