This is not a fair question because you are comparing apples and Oranges. British bobbies are a national police force whereas American police are jurisdictional (they have assigned areas where they are designated to enforce the law and overseen by their governing body). The best explanation would be this: Imagine the FBI doing everything they do now, but add to their duties patroling every city and county in the country.

There is a benefit to having jurisdictions, police become very familiar with their area and the local people within that area. The police also gain a feel for the local population and prosecutor. A good example would be your state passes a law that says you can't talk on your cell phone while driving. The people in your city don't like the law, the prosecutor really does not want to waste the resources to prosecute it, so nobody sheds too many tears when the local cops overlook enforcing it.

There is a plus side to their being a national police force as well. No need to argue if an officer from a Texas jurisdiction can arrest someone in Arizona, he can arrest anyone anywhere in the country. The reverse of the above regarding the cell phone law is true, you enforce the cell phone law regardless of it is popular of not in your jurisdiction. There are less politics (arresting the mayor's son is no big deal, whereas a local police force might catch hell for doing that) and there is less local control over the police as well. You can't tell them "Hey forget drugs and arrest drunk drivers for now." They are free to do as they will with little of no recourse from the local citizens.

Several Federal Laws have moved our jurisdictional system more toward a national police force since 9/11. Federal laws allowing police to make arrests under federal law anywhere in the US. Additionally new laws allowing police to now carry guns across state lines and if he is in another state and can't legally arrest someone for an armed robbery under the local laws of that state (which in most cases he won't know the law of the other state) he is able to arrest them using the federal statutes.

I can tell you that British Police are very professional, but I would say the same about most American Police I have encountered. I hope this answers your question.
