The amber alert was named after Amber Hagerman. She was a nine year old girl who was taken off her bike into a black truck while her younger brother had just left for home. The mother had issued the bill for the amber alert and was signed into act. They never found the killer but many children have been saved for her death.

Sponsoring and Co-Sponsoring a bill is similar to Moving or Seconding a motion in a committee. Essentially, the Sponsor and Co-Sponsor(s) are the persons who are actually bringing the bill before the Senate (or House) and asking for it to be considered.

No, but you can take your idea to your representative.
A primary source of a bill is the official text of the proposed legislation itself, which is typically introduced in a legislative body such as Congress or a state legislature. This document outlines the bill's provisions, purpose, and scope, and serves as the foundation for discussion, amendments, and voting. Additionally, accompanying materials like legislative analysis, committee reports, or sponsor statements may provide context but are considered secondary sources.
