When Texas was pressed to the gills in the late 80's, they passed a mega-bucks bill to expand the prisons; from like 30 to now over 100. Problem is, that gave ammo to the "tough on crime" legislators and now all those new prisons are full again. And nobody wants anymore prisons. So if they don't ease up on parole requirements, they'll have to start triple or quadruple bunking per cell like they did in the 80's, and the whole mess starts all over again.

"Holdback" jail inmates, are inmates that are being held back for state and federal prison systems, as well as other local correctional agencies. Almost all of the "holdback" jail inmates were being delayed due to overcrowding in adult prisons for felony offenders. Pre-release centers at a prison facility are where inmates who are about to be released are helped to transition back into civilian life by helping them use their skills to find jobs. The pre-release center teaches them important life skills such as learning to budget their time, money, and other skills. These centers can also help with drug and alcohol rehabilitation to try and help inmates lead a better life once they are outside of prison.

Many inmates have been brought back from the prison to the court house for sentencing. It happens all the time. The prison is not going to tell you when someone is picking you up to take you back. They are not going to let you alert your buddies that you will be at a certain place at a certain time and to come and rescue you. No, they are not. Instead, you will not be able to communicate with anyone until you are back in jail waiting for the Judge to sentence you.
In British Columbia, Canada inmates get better treatment then the rest of us! I suppose it's because they want them in and out of hospital quickly and back into prison. All their medical bills including dental bills are paid for and the rest of us either are lucky enough to have Medical/Dental at work or we have to pay out of pocket.
TS stands for Texas Syndicate which was formed at Folsom State Prison by Hispanic inmates from Texas to protect themselves from predation by other gangs within the system. By and large the gang is defunct within the California prison system though it is still recognized as a bonafide prison gang by California prison officials. Many members of the gang did migrate back to Texas and the gang is thriving within that states penal institutions.
