Yes they can. Teachers all across the country are being layed off and if they want their job back they have to reapply but other teachers may get your job. This happened to my cousin. This does not just happen in schools. Many other companies are doing this.

Added: Unless your position is protected by a personal service contract or a union agreement, they may do so providing it does not violate any federal or state laws.

As long as no one impacted by this is working under a personal or a union labor contract, it can be done.

While an odd technique, employers own the jobs, and can redesign them for any reason.

In the US, the RESULT of the selection process must not show any statistical evidence of race, sex, or age discrimination. If there is any, EEO agencies may require the employer to show that the disparity had a business necessity. Example: if the new jobs required college degrees, fewer of them than before would be won by employees (and other applicants) who were not Asian or White. The employer might have to explain just WHY the new jobs really REQUIRE degrees.
