Carefully. Generally begin from the outside in with interviews with third party persons less pressured to lie. At this level also collect public documentation supporting conflict of interest. As you move forward, interview persons closer to the conflict and collect documentation that may be obtained internally. The more documentation collected the better. It will come in handy later should the party be proven to have conflict of interest, but who has decided to lie or destroy evidence.

Interview casually first, if possible. People are less likely to confide in people they believe may be malicious, have ulterior motives or who may bring blame back on them for speaking up. Keep track of names, dates and exact quotes. A bound log book works well; often a spiral notebook is not considered fit evidence.

Conflict of interest is difficult to prove but not impossible provided the investigation is carefully organized, clearly documented and factual. Good luck.
