I don't know what state you are in. In Virginia you used to have to get a certificate of convenience in order to run a tour boat in Virginia. You had to buy the boat. Get the boat inspected by the Coast Guard. Get insurance in the boat. Then after all that you had to ask the state for a certificate (and pay a fee) so you could operate your the business. Thanks to Bob McDonnell this is no longer the law in Virginia. Cietificate of public convienience and necessity is government over regulation.
