Everyone could be considered to have an accent, depending on who is listening to him or her. Your neighbor may have perfectly normal speech to you, but to someone from another region, you both have an accent.

Beyond regional accents of native speakers (of English), of course some people grew up speaking a different language and have a foreign accent. This applies to some Mexican Americans whose English pronounciation is affected by the sounds of Spanish. but there are also U. S. persons of Mexican descent who sound just like other people from California, Texas, or wherever. Of course, to someone from Vermont, a Californian has an accent.
