Yes, it is appropriate to use the passive voice in the sentence:
The old willow tree has been badly damaged by someone's carelessness.
Reason: The actor is unknown, concealed, or is unimportant to the point.
However, you CAN choose to turn it into an active sentence:
Someone's carelessness badly damaged the old willow tree.
(Here, you give "someone" the position as actor.)
NOTE 1: The word "by" is often a clue to a passive sentence, along with helping verbs of the "be" variety (is, are, was, were, has, have, had, etc.).
NOTE 2: When you create active sentences, it makes sentences shorter--a good thing! So always try to put the actor FIRST, with an active verb.
Out of rage, he critically damaged his father's prized violin.
A new yellow cowling has been fitted to this unit to prevent vandals from climbing upon the buffers.
On the west and the northwest side, there is a narrow gulch that has partly damaged the complex.
He walked with a noticeable limp after injuring his leg playing soccer.
the irate man stormed down the checkout line to return his defective coffee machine
This use of passive voice is appropriate because the identity of the performer is unknown (or concealed), and because the focus of the sentence is the condition of the willow tree. The alternative in the active voice would be "Someone's carelessness has (had) badly damaged the old willow tree."
He damaged her new car.
