Which government? All the major powers had conscription in WWII. I believe that in a large scale/world war scenario that it would be the only way to get the required man power. As it stands the military can only field about 10 active duty divisions wich would be enough to a small war or conflict. In world war2 I believe the US Army needed close to 100 divisions(about 10 times the normal size of the current army). And the army still had serious shortages in manpower. The only way I agree with conscription though is if the rich college kids have to go fight like everyone else. Since the Revoluntionary War the well to do families and those with connections could keep their kids safe, with either exemptions or sending them to college, while everyone else had to fight. I think that these families should be ashamed of themselves , that they can continue to do this today. At the end of the fighting their kids get to run the companies and continue to send jobs overseas, When the veteran returns today, he discovers that his job has gone overseas and his disability from his/her missing limb, blindness, paralysis, or any thing else you can imagine and 50 cents won't get him a cup of coffee. Yes I believe that it is fair, but only if everyone goes.
