Which government? All the major powers had conscription in WWII. I believe that in a large scale/world war scenario that it would be the only way to get the required man power. As it stands the military can only field about 10 active duty divisions wich would be enough to a small war or conflict. In world war2 I believe the US Army needed close to 100 divisions(about 10 times the normal size of the current army). And the army still had serious shortages in manpower. The only way I agree with conscription though is if the rich college kids have to go fight like everyone else. Since the Revoluntionary War the well to do families and those with connections could keep their kids safe, with either exemptions or sending them to college, while everyone else had to fight. I think that these families should be ashamed of themselves , that they can continue to do this today. At the end of the fighting their kids get to run the companies and continue to send jobs overseas, When the veteran returns today, he discovers that his job has gone overseas and his disability from his/her missing limb, blindness, paralysis, or any thing else you can imagine and 50 cents won't get him a cup of coffee. Yes I believe that it is fair, but only if everyone goes.
Conscription is a system of forcing people to join a country's army or other armed service. It is usually done during time of war or if a country wishes to maintain a large military (larger than can be maintained by volunteer enlistment). It may also be called a "draft". The French were the first to use conscription in 1798.
Yes...see the entry under - "Should you use a capital letter for the word government?" Same deal applies here.
No, 'government contract' doesn't require to be capitalized.
"Provincial government" should be capitalized when referring to a specific provincial government by its official title, such as "Ontario Provincial Government." Otherwise, it should be in lowercase when used generically, such as "the role of provincial governments."
No it shouldn't be capitalized in this instance.

No the only people that benefit from taxes are the government. It doesn't help anyone but them.
Enforced military service ordered by the government is called conscription or (colloquially) "the draft."
Yes, many French Canadians responded to the Mackenzie King government's attempt to impose conscription during World War II by abstaining from voting in the 1942 plebiscite on the issue. This was largely due to their opposition to conscription, stemming from historical grievances and concerns over the government's perceived disregard for their rights and interests. The low turnout and lack of support highlighted the deep divisions between English and French Canadians regarding military service and conscription during the war.
