Short answer: usually, as long as the frequency is the same (50 or 60 hz).

Longer answer: I assume that by "110 volt device" you mean an appliance designed for the US market. US household power is frequently referred to as "110 volts", but in reality it is regulated to 120V +- 5%, or a range of 114V to 126V. Virtually any household appliance will easily tolerate another few volts beyond that.

The frequency (50 or 60 hz) is a bigger concern than this small difference in voltage. US power runs at 60 Hz. South American (and most other) countries that run at a nominal 127V are also 60 Hz. However there are a few African and Asian countries that run at 127V/50 Hz.

Some appliances, such as small Transformers (like a phone charger) or those with only heating elements (like a toaster) are generally unaffected by frequency. However anything with an AC motor (like a blender) can be damaged by the wrong frequency. It's worth noting that most consumer-grade travel "power converters" will convert the voltage, but NOT the frequency.
