If you mean the premixed "Sac-rete" you buy at the local building supply house 22.22 90lb bags would equal a ton by dry weight while by volume it would take 40.55 bags to equal a square yard. "Cement" in a dry powder form is mixed with other aggregates such as sand and gravel or rock and then water is added to make materials such as mortar, stucco or concrete.
