I would invest in a bark collar. These collars emit a smell, noise, or shock that startles the animal. These do not hurt the animal in any way, but they are annoying. When a dog barks, they are immediately emitted so the dog will learn soon the barking is bad.

This depends on the individual dog. Barking can start as young as 5 weeks, but some Shepherds are simply not vocal. Not barking is not a bad sign.

You train them not to bark. I don't recommend those anti-barking machines though. They bother me more than the dogs. I would however recommend getting an empty soda can and putting some pennies or whatnot in it. You seal the top of the can with some tape, and every time the dog barks you shake it until they stop. You want your dog to connect his barking with the "bad" noise.
If it is an old dog, then it may become deaf, and not like the world to be quiet.
