Is a teacup chihuahua the smallest breed of dog?

They have been bred over time to be that way. Although they are named for a city in Mexico, they are believed to have originated in China where it was once fashionable to breed dwarf sized plants and animals

so basically, there's a gene/ genetic sequence in dog's brains near a gland that is like (or is) the pituitary gland. One or more mutations suppresses it, not producing as much of the hormone that makes you grow; preventing Labrador-sized Chihuahuas! (Rottweilers also have this, but other genetic factors likely make them large) Please read the article, it covers it better than I do.

The teacup Chihuahua isn't really a breed. They are made up. They are really just normal chihuahuas which are not fed enough food to make them look smaller. It's the same with teacup pigs, as soon as they are give enough food they grow into huge pigs! Trust me, I would know, I got tricked into buying one then it grew into a pot-bellied pig... :(

However, the normal Chihuahua is the smallest breed.

They are not the smallest animal, but they are some of the smallest dogs. The teacup chihuahua is the smallest dog out there, but the regular chihuahua is not.

Yes they are but the dog that holds that record is the Yorkshire Terrier. But that breed is fairly larger on average.
