get a special medicine then let it breathe (the cut) then cover it up with clot

You'll have to clean the cut. You could get some medicines from the pet store, see your vet and get the meds, or just use a damp was cloth with a touch or two of soap and clean the cut so it doesn't get infected. Then after that, most people usually use like the sterilized gauze that you can find in a first aid kit and then take some tape, wrap the gauze around the cut, and then tape it, not too lose and not too tight, just enough to let it breathe a little but without letting it fall off or suffocate it. Then after it has stopped bleeding you can take the gauze off just make sure your dog doesn't reopen it!

Your guinea pig is bleeding and you are not sure if its bleeding from the nail or skin?

Did something happen? It is most probably bleeding from the nail unless the nail is looks perfectly fine. They have a blood quick in their nails so, if it gets hurt and the nail is broken or hurt, that is where they are bleeding from. Clean it off with a wipe if you can. You can cover it in baby powder and the bleeding will stop. Just watch your guinea pig and make sure that it isn't limping or yelling out in pain. If it is, then you should take it to a vet as it might be infected.
