Usually it means that it has Allergies or something. However, it can get worse (to the point that your dog is super ill) if the bad coughs aren't treated. You should ask your vet if it gets worse.Your doctor will probably give it some sort of treatmenet

If yours is a small dog, especially a Maltese, one of the most common causes of a cough is congestive Heart disease. Caught early enough, appropriate medication can extend a dog's life substantially. However, left untended, this condition will result in a very unpleasant death for your beloved pet. Make SURE your vet listens carefully for a heart murmur and if you feel at all uncertain about their qualifications, take your little dog to a veterinary cardiologist ASAP. I have lost 2 dear pets to this condition which was not correctly diagnosed until it was too late.

You need to take your dog in to be checked out by a Veterinarian. Coughing is a symptom of many things, such as Kennel Cough, Upper respiratory infection, something caught in the throat, Heart failure, etc. Only a Vet can correctly diagnose this condition.
