Their owners felt sorry for the blind. Here's s bit of information about why and where the breed of dogs called "Shih Tzu" occurred The name translates to (or its etymological origin is) "Lion Dog". A little less than a century ago, Shih Tzus were often called "Chrysanthemums". It is one of the oldest of all dog breeds. Well, over a thousand years plus ago, the Shih Tzus almost became extinct. Therefore, all of the existing Shih Tzus are descended from a small pack consisting of the seven males and the seven females that survived the near extinction. There's a lot more info available about these "Lion Dogs" but their origin is answered here. As to the "why" part of the question, they were used for hunting and guarding.

Shih Tzus typically have their tails curled over their backs due to their breed characteristics. This tail curl usually becomes prominent as they grow, often seen by the time they are a few months old. The tail's curl is a distinctive feature that contributes to their overall appearance and is considered a breed standard. Proper care and health can also influence the tail's shape and curl.
