This is an ambiguous question. Most probably by power you mean authority. Unfortunately most Project Managers have little or no authority over resources (while functional managers have it, and abundantly). This is where the personality and the diplomacy of the Project Manager plays in order for her/him to be able to grab the authority (or power, whichever you want to call it).
