In the Bible Old Testament many men had more that one wife--Abraham and Jacob for example. King David had many wives and King Solomon had 700 wives! The Romans instituted monogamy. Modern Islam allows for up to four wives.
Think about it--If God did not allow you to have more that one wife, it would be physically impossible to do so. The laws of men are the issue....
