You have to engage the PTO clutch slowly because the snowblower has a lot of inertia to it, especially a two-stage blower. Get your RPMs up before you try to engage. Depending on gearing selection and coupling selection there is no limit to the angular displacement between a drive shaft and a driven shaft. Belts chains and pulleys, along with gearing and cranks can be used to alter the direction of applied forces to any shafts. Universal direct connected drive joints, or PTO drives usually have an angular drive range of up to 45 degrees off centerline, while angular gearing can be used from 45 to 90 degrees (or more), and bull and pinion gears can reverse directions a full 180 degrees. Worm gears normally are fixed at 90 degrees.
To transfer power from the PTO or ETO (a PTO mounts to the transmission and is driven by the flywheel; an ETO runs off the engine crankshaft) usually to a hydraulic pump.

As engine rpm increases so does pto speeed And if you tach your motor to an excessive amount of RPMs while the PTO is engaged, it will destroy that PTO, leading to zero PTO RPMs.
Maybe you should tighten the drive belt or it could be the PTO clutch is slipping.
The power is transferred through the PTO shaft into a gear box. The gear box then drives a sprocket/drive chain that drives the rollers and the discs. There is a shear bolt on this sprocket/chain set up and can be located on the pto side of the machine under a cover that is held on with 4 bolts. The power is then transferred to the rollers and to a shaft that drives the disc's. The right 4 (I think) of the disc mower is driven by a shaft that runs down the center of the outside right drum. It is driven by a long shaft that runs the length of the mower.

Strictly the transmission is "hydro driven" on a Kubota BX-series tractor. It is has a high and low range but speed is fully adjustable and controlled by a variable swashplate in the transmission. The mid and rear PTO's are gear driven by a wet hydraulic clutch pack. FWD is strictly gear driven from inside the transmission. Hope this helps.
