This question has a lot of variables. Height/weight charts give you a good basis but you also need to consider your child's activity levels and frame size. 4'7 is slightly taller for 9 years old so I would expect her to be on the higher range of the weight chart. For her age she should be between 55 and 85lbs(note this is not taking into account her height). If she is athletic in sports such as softball, biking or soccer she may be in the top of the range or even slightly heavier since these activities support muscle growth and strength gain. However, if she is into dance and Cheerleading I would expect her to be toward the lower weight since those activities support lean muscle maintenance as opposed to growth.

If you feel she is not in this healthy range I would consider contacting a physician.
