Partially, at least in the Pacific. When the Japanese bombed Pearl Harbor it was certainly considered to be a confrontational act. It was interesting that at the time of the bombings, Japanese diplomats were assuring the U.S. that they weren't interested in going to war.

The war in Europe was the result of German attempts to take over Europe.

Both the Germans and the Japanese considered themselves to be racially superior to their enemies and not only did they feel that they had the right to take over their respective parts of the world, they felt that they would be far better soldiers and military strategists and that they would easily rule the world after their brilliant battle plans destroyed their enemies.

Fortunately for the rest of the world, there were quite a few people who were quite capable of defeating the Axis powers.

The USA was ultimately brought in by Japan, though it was invovled with helping the European states that Hitler's Germany wes conquering, As well as Britain and other Allies.
