The US has roughly 800 military bases both within the country and around the world. These bases serve various purposes including training, deployment, and strategic positioning.
The US Army is in Afghanistan primarily to establish stability in the country. In order for the US Army to leave, the US leadership needs to believe that the stability will endure post-withdrawal. As a result, an Afghan Army would need to take the place of the US Army maintaining security. As a result, recruiting said soldiers is a high priority.

US Civil War 1861-1865. Operation Enduring Freedom (Afghanistan) 2001 to present. But there is a difference! The US Civil War was fought against an illegal nation; the Confederate States of America. But this "illegal nation" had a Government (President Jefferson Davis); an army and a navy. The US is not at war with the nation of Afghanistan; the US is performing a "law enforcement" action in Afghanistan arresting or killing (destroying) terrorists. The US is NOT fighting an army, air force, or navy of another nation. And is not at war with the country of Afghanistan.
