During World War I, as is the case in most modern wars, limitations were placed upon "freedom" by the authorities in various ways. Certain territorial zones were kept off-limits to civilians, with some civilians being forcibly displaced from their homes for military and security reasons. Foodstuffs and other provisions were often restricted or simply removed from the market. Perhaps most importantly, news-sources were not always allowed to report freely on the events occurring during the war -- for the sake of morale or because of security-threats, real or imagined.

One reason would be to prevent supporters of the enemy from creating an atmosphere of low morale by constantly disparaging the reasons that we are at war. An example of this type of suspension of free speech took place in the American Civil War (The War Between the States) when President Abraham Lincoln with the support of his cabinet, made it a crime for people in the north to publicly support the southern states' causes and to publicly denounce the northern cause. It was thought that allowing this type of speech would hurt the recruitment efforts.

It is typical of countries that are at war to suppress freedoms such as speech in order to preserve the war effort. When you are fighting a war, you don't want the people at home saying bad things that could cause disruptions or even revolutions- or at least that's how the story goes.

Even countries like the US passed laws during World War I to that effect- the Espionage Act of 1917 and the Sedition Act of 1918. And these laws were used mainly by the government to attack suspected communists, especially in light of events in Russia at that time. Socialists and communists, even Eugene Debs, were imprisoned for speaking out against the US involvement in World War I.

The Espionage Act of 1917 is still a law in the US too...
