This question is still being debated and investigated. There are strong stories, legends, and reasonable physical evidence supporting this claim. There is also strong academic beliefs against the existence of the tunnel. Also, so far there is no indisputable evidence supporting the construction or existence of the tunnel. As a graduate of SUNY Maritime, which is located in F.t Schuyler, I believe that the tunnel existed. I also believe it has been sealed, and has collapsed many years ago. Some of the lower levels of Ft. Schuyler are still accessible but many have been sealed, or changed over the long history of the fort.

I donr know for sure but these days submarines are desingned to be stealthy and remain under the water for mist of the time, back then (and correct me if I'm wrong) submarines only went under the water to attack and werent very quiet so it must be significantly lower than the current day, sorry this is probaly no help to you.
