Reinstating the draft could ensure that the military has enough personnel to meet national defense needs during times of conflict or heightened tensions. It could also promote a sense of shared responsibility among citizens, as military service would be required from a broader segment of the population. However, such a move would likely face significant political and public resistance, as many view mandatory service as an infringement on individual freedoms. The effectiveness and fairness of a draft would need careful consideration, especially regarding how different Demographics are impacted.

It depends on which war you're referring to, but the Congress has the authority to instate the "draft", where people are forced to join the military. The draft was last used in Vietnam.
During the American Civil War, approximately 2.75 million soldiers served in the Union and Confederate armies. While many enlisted voluntarily, both sides also implemented draft laws. The Union's Conscription Act of 1863 allowed for the drafting of men, resulting in about 400,000 individuals being drafted, while the Confederacy also enacted its own draft, which included around 200,000 soldiers. Overall, the draft played a significant role in supplementing the ranks of both armies during the conflict.

the draft
One of the benefits of a voluntary military is you have people who have chosen to to be there. In the days of the draft where the person was selected by the draft board to be in the military there were people who did not want to be there. The drafted soldier quickly learned the best way to get his tour of duty over was to work. One of the advantages of the draft was that many of the soldiers brought into the Army had a higher education level. Oddly enough many of these drafted soldiers moved up the ranks quickly and assumed leadership roles (Fire Team Leaders and Squad Leaders).
