The Soviet Union started the cold war. It had two purposes. It served to keep its own population willing to live in poverty and it kept liberals in the West at odds with their own governments. After Western Europe had recovered from World War 2, there was never much real danger of an attack against the west. The stores in the west had so much more merchandise than those in the Soviet Union that the solders would have stopped at the first village and spent their time looting.
