The military has the Rules of engagement. Basically we are not allowed to bomb religious , schools, and hospital's unless they are being used as strongholds. The same goes for civilians. Unless they are posing a threat we are not to harm them. But that does not stop people from following this. These Rules of Engagement are used by the US military as far as I know.

I can speak on behalf of the Army, by the Army Regulations a female soldier can have a unspecified length of hair, however while in uniform (ACU, Dress Uniform or PT's) the hair is to be keep in a bun or pony tail (with a neutral color pony tail holder), the hair is not to hang down so far that it is to touch the collar of the uniform, the bun or pony tail is not to effect the proper wear of the Beret, Patrol Cap or Gas Mask, the color of the hair must be a natural color (not necessarily yours) with no highlights or streaks that are not natural looking.
