I can speak on behalf of the Army, by the Army Regulations a female soldier can have a unspecified length of hair, however while in uniform (ACU, Dress Uniform or PT's) the hair is to be keep in a bun or pony tail (with a neutral color pony tail holder), the hair is not to hang down so far that it is to touch the collar of the uniform, the bun or pony tail is not to effect the proper wear of the Beret, Patrol Cap or Gas Mask, the color of the hair must be a natural color (not necessarily yours) with no highlights or streaks that are not natural looking. Those are the basics and should answer you question. Reference Army Regulation 670-01 Army Wear and Appearance, for more information.
