Nazi Germany reached the height of its power with the surrender of France on 22 June 1940. It had not yet lost the Battle of Britain. The summer of 1940 also marked the height of the Nazi leadership's popularity in Germany (as assessed by the internal network of informers). It's also interesting to look at 1941. At the beginning of the year Germany was still setting the agenda; by the end of the year it was reacting to events and had lost the initiative. The decision to help Italy fight Greece delayed the start of Operation Barbarossa by a few weeks. In 1941 Germany also started tp help the Italians in North Africa. Moreover, in 1941 the Japanese refused to attack the Soviet Union in the Far East and decided instead to go for the jackpot in the Pacific region. In November/December 1941 the German advance ground to halt just outside Moscow and a few days later Germany declared war on the U.S.
