And in 1906, a Romanian politician Aurel Popovici presented a formal blueprint for a confederation of 15 individual states under the leadership of Austria-Hungary, and for each state to have a say in government. They called it "The United States of Great Austria" and Franz Ferdinand was all for it, they were drawing up the blueprints to implement it when he was assassinated.
