"The Germany First Policy" was defeating Germany first. Churchill had been lobbying FDR for years trying to get the US into the war to save Britain from collapse (Churchill's "Britain stands alone" speech). Russia was holding it's own, but Britain was an island and on the verge of losing the war against Germany.
After Pearl Harbor, the American people wanted to defeat Japan FIRST. Japan had attacked America...Germany did not. But thanks to Churchill's hard lobbying efforts, FDR had agreed to "save Europe first (read save Britain)", which was translated by the press and the American public into simply "defeating Germany first."
The direct results of this "policy" was the sacrifice of the US servicemen (Army, Navy, Marine Corps) in the Philippines and outlying regions (amounting to the largest US surrenders in US history in 1942). They received no reinforcements, due to the "Germany first policy", and surrendered in the Pacific.
