Germany was partitioned for occupation at the end of World War II, in 1945, and US troops were still stationed there after 1949 as part of NATO. The US, English, French and Soviets occupied Germany in 4 separate zones after the surrender of Germany in May of 1945. The US English and French zones were combined in 1949 and became the Federal Republic, or "West Germany". The Soviet Union zone became "East Germany". The London and Paris Agreement of 1954 restored most of West Germany's sovereignty (with some exceptions.) The 4 powers (US, English, French and Soviets) still held control of Berlin (divided into West German and Soviet-controlled halves), and nominal control over the rest of Germany. This occupation and control of Germany did not technically end until the "Treaty on the Final Settlement With Respect to Germany" was signed in 1990. (This is commonly known as the "Two Plus Four Agreement") The "reunification" of Germany in 1990 was part of the collapse of the Soviet Union's satellite empire in Eastern Europe.

The Yalta Conference was a conference between the Allies near the end of WWII that debated on the outcome of postwar Europe. The main topic was how to deal with Nazi Germany. The US proposed a plan to split Germany into six separate countries and to have an Allied occupation of Austria. This, obviously, did not come true though. The US also wanted Germany to became a democratic nation.
