WW2 ended in August 1945 (the actual Japanese signature onto the "Instrument of Surrender" was signed on 02 September 1945); The Korean War was ended by an Armistice on 27 July 1953 (Armistice=Truce). WW1 also ended by an Armistice on 11 November 1918. The Vietnam War ended when North Vietnamese Tanks parked them onto the South's capital (after crashing through their gates) on 30 April 1975; the North had defeated the South on that date. Operation Desert Storm commenced on (about) 15 January and ended on (about) 24 February of 1991. The whole campaign lasted LESS than two months. There were NO hostilities in 1990 (Operation Desert Shield); this was strictly a military build up of forces that were to enforce the "ultimatum"...the ultimatum was Desert Storm.
I would think Truman, no?
