Certainly the Japanese Naval leaders believed they could cripple the US Naval fleet but they messed up when they failed to bomb the aircraft carriers in Pearl Harbor. They also did not realize the Americans had other ships elsewhere and could also rebuild or build new ships. The Japanese thought Americans were wusses and dopes. They did not understand their enemy.

They had started adding more men to the militaries and began to build up the war implements. They transferred the Naval Fleet on the California coast to Pearl Harbor, Hawaii. Once the Fleet was in Hawaii things went awry. Admiral Kimmel failed to keep the base on high alert with defenses set up 24 hours a day and he failed to situate the sea vessels in a proper manner. The Naval Hospital was unprepared too thanks to Admiral Kimmel. He claimed he did not know anything was up with the Japanese. He KNEW there was because that is why the fleet had been transferred to Hawaii. They did get radio messages about the Japanese Fleet and it was ignored. So preparation was only partial.
