The immediate cause was the assassination of Franz Ferdinand, Archduke of Austria, by a Serbian nationalist, which led to Austria declaring war on Serbia. The underlying cause was the immense number of treaties signed by the various European powers, which plunged the entire continent (and eventually, much of the world) into a massive two-sided conflict.

There are many factors as to why war broke out in 1914, with the assassination of Archduke Franz Ferdinand being a trigger event. However, were it not for many years of events previous to this, war may not have broken out on the same scale, or maybe, not at all. The first factor to consider is that of the alliance systems that had developed in Europe in the later part of the 19th century. These alliance systems, which I shall not describe all in detail here, were responsible for binding certain powers into conflict with other powers. For example, Russia, France and Britain all signed an agreement that they would all defend each other if one of the powers were to be attacked by a power of the Triple Alliance. The triple Alliance was made up of Germany, Austria -Hungary and Italy. So this alliance system meant that when, in 1914, Autria-Hungary declared war on Serbia, Germany also got involved, with this leading to all the main powers in Europe in conflict, due to this alliance system. In answer to your question, it is very difficult to say exactly who was responsible for the outbreak of WW1, but I think it is fair to say that the Alliance Systems in Europe at the time, are the 'what' was responsible for the outbreak of WW1.
Whose fault it was for causing World War 1 is debatable, but many would say it was Austria-Hungary's, or Serbia's. After Serbia assassinated archduke Franz Ferdinand of Austria Hungary, Franz Joseph, his uncle, declared war on Serbia. Germany, Austria-Hungary's ally, declared war on Russia and France, and Russia and France, as well as Great Britain, declared war on Austria-Hungary. Russia was Serbia's defender.
