In 1990 president William McKinley was appointed William Taft as the chairman of a commission to organize a civilian government in the Philippines , which had been ceded to the United States by Spain following the Spanish-American War and the 1898 Treaty of Paris.

From 1901 to 1903 , Taft served as the first civilian Governor -General of the Philippines , a position in which he was very popular among both Americans and Filipinos.
