Simply because of the fact that Hitler couln't get across the English Channel. Opertion Sealion was a viable prospect once the Germans had landed, getting sufficient forces to SE England, at that time, must depend on a viable passage across the sea without the intervention of the Royal Navy and sufficient air superority over the invasion beaches. If you then compare Germanys' military assests at this time with the hardware & resources of the US & Britain 4 years later in D day then the Germans in 1940 are not comparable. It remains the case that a great deal of what the Whermacht achieved in WW2 was against greater numbers, but to gain a lodgement in Britain at 1940 was a gamble they could not afford to take. Attacking Russia did not need a naval force & though the Kreigsmarine did have a few very powerful vessels at various times throughout WW2, their effect against the Royal Navy, submarines excepted, resulted generally in the destruction of the German ships. Which is a long winded way of restating the German navy couldn't get sufficient troops from France to Britain !

What Hitler called off (in September 1940) was the planned German invasion of Britain. He did this because the Luftwaffe (German Air Force) had been unable to achieve supremacy in the skies above southern England. Heavy bombing of civilian targets in Britain was a feature of the period September 1940-January 1941. There were further heavy raids in May 1941 - after which much of the Luftwaffe was moved eastwards for use against the Soviet Union. Later in WW2 there were further raids on Britain and in 1944 the V1s and V2s. The fact that Britain continued to fight in 1940-41 meant that the war against Germany continued. Well, Because Great Britain is an Island and Britain has the best naval force. Germany was unable to use blitzkrieg effectively and could not penetrate the powerful British navy, so the only thing Germany could do was to fly over and bomb the cities.
